While all of Charlotte’s skills scale off Attack, you can choose to build her as a support unit with more Energy Recharge (for triggering heals via her Burst) or a sub-DPS unit with more Attack and Crit.
While I prefer to use Charlotte as a full-on support, I wouldn’t say that picking a support weapon is 100% necessary. If you can get her ER high enough to use her Burst often through Artifacts, then you can opt for a damage-boosting weapon instead.
