Contrary to Groudon’s high Attack stats, Kyogre excels in Sp. Atks or Water-type moves specifically. I choseModest and Mild Natureto double down on Kyogre’s high base Attack so it can potentially one-shot enemies or, at the very least, deal a decent amount of damage on the first turn.
For EVs, you want to specifically go forHP and boost Kyogre’s Sp. Atkstat even more. For damage dealer-type Pokémon, I always opt to increase their HP as it gives them a better chance of surviving attacks from enemies. Kyogre already has an amazing Sp. Defense stat, so increasing its HP further adds survivability against Sp. Atk specialists like Gardevoir.

A good rule of thumb when choosing the best Nature in Pokémon Scarlet & Violet is to check the best stats your Pokémon has in its arsenal. In this case, Kyogre already has a massive Sp. Atk stat, and since his moveset generally rely on Water-type attacks, I opted to go all-or-nothing by choosing Modest or Mild.
On the other hand, the moveset dictates the Pokémon’s role in your team. If your Pokémon has a lot of support moves, it’s better to go for speed. On the flip side, increase defense/sp. defense if your Pokémon can potentially tank a lot of hits or take hits for your other Pokémon (i.e., usually Pokémon with high HP or starting defense stats).
