After completing the prerequisites, head to theDormitory Blockvia the southern Teleport Waypoint. Then, walk all the way to the area circled in the image above, where you’ll find a tunnel. Enter the tunnel and follow the path forward to find Decembre, triggering the World Quest.
Complete the long dialogue, then approach the tunnel exit to trigger dialogue with Decembre once again, completing the World Quest.
