Interacting with Caterpillar’s bulletin board will give you a clue: “the southeast side of the production zone’s upper level.” To get there, start by going to theProduction Zone Lower Levelvia thenorthern Teleport Waypoint.
Once you’re on the right floor, head to the eastern wing, where you’ll find anelevator going up. Using this elevator will take you to the Production Zone Upper Level.
