To get these scrolls, you have to get to thethird sea. When there, go to the Tikki Post island, where you have to look for theDragon Talon Sage. He is an NPC that you can find at the top of the left tower from the entrance of the island. You will have to climb some stairs and broken wood planks, but when you are at the top, you will easily spot him.
