How to acquire the Artifact of Command in Risk of Rain Returns
To get the Artifact of Command,you must enter one of stage four’s variants, Hive Cluster #1. On the top-right side of Hive Cluster #1, you have to jump and traverse a series of disappearing and reappearing pink vines to get to the Artifact of Command item.
The best advice I can provide for this puzzle is togather mobility items like the Hopoo Feather or the Rusty Jetpack. Lastly, don’t worry if the vines disappear; you may still interact with them.

How to use the Artifact of Command in Risk of Rain Returns
Before you head out for a run, you may choose any artifacts to alter the gameplay. For instance, the Artifact of Command essentially removes the randomness of the items' rarity by changing item drops into boxes.
The box drops from monsters and chests now have a colored outline depending on the item’s rarity and slot (White - Common, Green - Uncommon, Red - Rare, Orange - Equipment), allowing you to skim through the assortment of in-game monsters/chest drops quickly.
The Artifact of Command is also useful if you want toeasily find a certain monster drop, like theitems required to unlock Chef. Be careful about using this artifact because you become vulnerable while interacting with the box!
